Shawna Arroyo

Shawna L. Arroyo serves as the Director of Information Technology. She oversees technical support, enterprise applications, gis, infrastructure, and the project management team.

Before coming to the River Authority, Shawna worked at New Mexico State University (NMSU) and Texas A&M-San Antonio. Mrs. Arroyo was also the Manager of Student Technology & Planning and Project Manager Sr. at New Mexico State University.  Over the course of her positions, she worked on managing over a $1.9M student technology fee, computer labs, general use stations and printing on campus.  She also worked on strategic planning, information technology summits, and state-wide educational conferences. She has worked on various projects that included enterprise planning (e.g. Banner implementation), application development and implementation, and project portfolio management. Shawna has also worked at Texas A&M-San Antonio as a Manager of Users Services. She was instrumental in researching, evaluating, and implementing academic and administrative technology.  She oversaw the helpdesk, desktop support and the computer labs. Mrs. Arroyo served as the chair for NMSU’s employee council, voting member for the Sustainability Council, Chair of Employee Recognition Committee, ex-officio member of the Faculty Advisory Committee on Technology, board member of the Online Course Improvement Program (OCIP), and member of Student Life for NMSU.

Shawna holds a bachelor’s of Business Administration in Management and a Masters of Arts in Curriculum & Instruction from New Mexico State University.

Trail Closure: Museum Reach at Pearl

* Trail temporarily closed from 2/3/2025 until 4/25/2025.
* For southbound pedestrian traffic, please exit the river and utilize the Hotel Emma bridge to gain access to the east side river trail. Access to the east side river trail via the elevator or stairs.
* For northbound pedestrian traffic, please exit the river trail at the south bridge to gain access to the east side river trail. Continue north through Pearl towards Hotel Emma. The west & east side river trail accessible via the Hotel Emma bridge.

Goliad Paddling Trail Alert

NOTICE: HWY 59 Landing Site Closed

Due to TxDOT construction on the HWY 59 Bridge, the HWY 59 landing site is closed until further notice. However, the Goliad Paddling Trail remains open, and paddlers can still access the river at the Riverdale, Ferry Street, and Goliad State Park landings.

Please plan accordingly and check back for updates.

SASPAMCO Paddling Trail Temporarily Closed

Staff have removed two large log jams just downstream of Helton Nature Park, keeping the southern portion of the SASPAMCO Paddling Trail temporarily closed. Staff are working to contact adjacent landowners to support a land-based removal solution.

The SASPAMCO paddling trail is open from River Crossing Park to Helton Nature Park.
*Please Note: Paddling Trail from Helton Nature Park to HWY 97 is still closed due to blockages.
