The Purchasing and Contracting Department manages the procurement of goods and services for the River Authority and is responsible for coordinating the solicitation and contracting of various goods and services needed to implement our mission and serve our constituents.

The following principles have been established in an effort to ensure the effectiveness and efficiency of our processes:

                     

Registration is free, quick, and easy!

The River Authority utilizes Bonfire Interactive to manage solicitations, contracting opportunities and bidder/respondent correspondence. Registration is free, quick and easy. You will be asked to provide all information required for conducting business with the River Authority, including indicating the categories of products and services you wish offer.

While registration does not guarantee that the River Authority will purchase from your company, it does guarantee heightened visibility of our solicitations and your company’s visibility among our staff.

                     

Are you a Small, Minority and/or Women-owned Business?

The San Antonio River Authority is dedicated to the advancement of Small, Minority and Women-owned Business Enterprises (SWMBE) and has partnered with the South-Central Texas Regional Certification Agency (SCTRCA) to boost involvement of SWMBE in government procurement activities. Additionally, SCTRCA has established a memorandum of agreement with the Texas Comptroller of Public Accounts, and some certifications may be reciprocal with the state’s Historically Underutilized Business (HUB) program. To explore the certification process, interested parties can visit the SCTRCA website at https://sctrca.org/.

The South-Central Texas Regional Certification Agency (SCTRCA) is a 501(c)(3) Non-profit Corporation representing multiple public entities in the South Texas area.

                     

Purchasing Guidelines

To be notified of business opportunities with the San Antonio River Authority, please register as a vendor. Registered vendors will receive an automatic notification of formal solicitations as they are issued.

The San Antonio River Authority has established the following levels of purchasing authority:

  • Purchases over $5,000 up to $150,000
    • Such purchasing of goods and services require a minimum of three (3) written quotes on standard specifications must be solicited when practical. (Extending an opportunity to at least one (1) SWMBE vendor)
  • Purchases of $150,000.00 and Over
    • Such purchasing of goods and services may require a formal solicitation process known as an Invitation for Bid (IFB), Request for Proposal (RFP) or Request for Qualifications (RFQ) and may require Board approval after the solicitation.

SASPAMCO Paddling Trail Temporarily Closed

Staff have removed two large log jams just downstream of Helton Nature Park, keeping the southern portion of the SASPAMCO Paddling Trail temporarily closed. Staff are working to contact adjacent landowners to support a land-based removal solution.

The SASPAMCO paddling trail is open from River Crossing Park to Helton Nature Park. *Please Note: Paddling Trail from Helton Nature Park to HWY 97 is still closed due to blockages.
